The point is NOT whether the image in question was the result of the hand of man or the hand of God, but rather as Secretary of State on a diplomatic mission, IT IS HER JOB to know what the people she is visiting actually believe. To even ask the question, "Who painted it" means that she is either too stupid to understand the meaning of the item or she is too arrogant to care to find out prior to her visit.
